Foot and Mouth disease is common among such habitual liars. Their lies tend to eventually trip them up. I have found that the best defense against them is to let them talk until they have given you enough evidence to convict them.

Can be used for simple Administrative Process using affidavit which would include a fee schedule which is based on a simple premise that offending party agrees with it by not providing evidence and continuing harassment. This - if ignored three times would end with Statutory Declaration and Judgement.
